Eine F\u00f6rderung von Journalismus, also auch Wissenschaftsjournalismus, ist verfassungsrechtlich grunds\u00e4tzlich m\u00f6glich; durch die Gebote der Staatsferne, der inhaltlichen Neutralit\u00e4t und des Gleichheitsgrundsatzes ist eine solche jedoch recht strikt gerahmt. In kompetenzrechtlicher Hinsicht obliegt die Gesetzgebungskompetenz grunds\u00e4tzlich den L\u00e4ndern, wenngleich eine Bundeskompetenz \u00fcber das Recht der Wirtschaft durchaus konstruierbar ist. In letzterem Falle m\u00fcssten die Subventionen sich jedoch durch einen wirtschaftlichen F\u00f6rderungsschwerpunkt auszeichnen. Unionsrechtlich scheinen Ausnahmen vom Beihilfeverbot insbesondere nach Art. 107 Abs. 3c) AEUV im Bereich der Journalismusf\u00f6rderung durchaus m\u00f6glich.<\/p>\n

[Constitutionally speaking, funding for journalism\u2014including science journalism\u2014is in principle permissible; however, such funding is subject to very strict constraints due to the requirements of independence from the state, neutrality of content, and the principle of equality. From a jurisdictional perspective, legislative authority generally lies with the states, although federal authority could certainly be established through commercial law. In the latter case, however, subsidies would have to be characterized by an economic focus. Under EU law, exceptions to the prohibition on state aid\u2014particularly under Article 107(3)(c) of the TFEU\u2014appear to be entirely possible in the area of journalism funding.]<\/p>\n
